I was curious about whether there can be multiple instances of one type of local adjustment in B&W Effects. For example, can I apply the strongest possible dodge to one region of my photo and a subtle dodge to another region. It appears that the answer is no.
But then I tried two different adjustment brushes. I used a full-strength dodge brush and then a full-strength burn brush. Then I clicked on the Dodge brush button again. The region I had just dodged at full strength immediately reverted to the default strength of 0.2.
This is completely unacceptable and unusable. It's very likely that I will adjust first one area and then another and then come back and tweak the first and then back to the second, and then add a third and maybe a fourth. All of these changes must be independent. I hope there is some setting that can ensure that independence. If not, then Topaz B&W Effects is useless to me.
