I have created a little PBase gallery with two images to show you what I mean. In the first image, titled "After Dodge and Burn.jpg", you will see that I used the Dodge tool with overall strength and opacity set to 1 to create a white streak. Then, I used the burn tool, also with opacity and strength set to 1, to create a black streak. In the second image, titled "After Clicking the Dodge Button.jpg", you will see the effect of merely selecting the Dodge tool in the local adjustment window. Instead of remembering that the previous setting of the overall strength was 1.00, the overall strength slider returns to its default value of 0.20, and the formerly white streak is now merely a gray slightly paler than the background.
I cannot imagine that this behavior is by design. But if it is, could you please tell me what I need to do to turn it off?
I invoked Topaz B&E Effects 2 from PhotoShop CC 2015, running on a machine using the Windows 7 operating system.
